Disable "shutdown" Button On Start Menu On Xp

Hello guys. I don't know what happened to my start menu, but the "shutdown" button on my start menu disappeared! :lol: Because of that, I have two questions.

1. How can I fix it?

2. How can I remove it again? (But this time, not by accident :lol: )

This is what I want to do to the computers on my school. Because I hate it when students shutdown the computers instead of logging out!

START / RUN / gpedit.msc / User Configuration/Start Menu and Taskbar / Remove and prevent access to the Shut Down command

Of course, this only works with Windows XP pro because Group Policies can not be set in XP home. There is a regkey that controls it too, just not sure off hand.
