Access to CD-ROM localy

How can I restrict access to CD-ROM localy for members of the "Users" group without using device lock...

BTW, this program is a simple alternative for local security policy and it can't restrict access for members of the local "users" group...

I haven't found a policy to restrict a media device to an account group, only to restrict it's use to the locally logged on user.

I thought this too, but try to use that feature in local security policy and you'll se that it's something else...
