Denying access to windows 2000 server

I would like to be able to temporarily deny access to my windows 2000 server for all users on the network except the administrator. Is this possible? Can netlogon do this?

Use GPO for Domain Security Policies "Access this computer from the network" but then of course it depends what does it means "temporarily"
