If you want to format a hard drive that does not have any windows OS files or windows page files on it, then right click on my computer - Manage - Disk Management. Right click on the partition/drive and click format. If you want to do a total re-format then just stick in the cd, reboot, select cd as boot device, and just go through the normal windows installation steps, and you will then come to the formatting/partitioning screen. You can then do whatever you want there.
