16 bit MS-DOS Subsystem error

i get this error when trying to run command, or a 16 bit program

C:\WINDOWS\system32\command.com

C:\SYSTEM32\AUTOEXEC.NT.  The system file is not suitable for running MS-DOS and Microsoft Windows applications.  Choose 'Close" to terminate the application.

even if i click ignore, i still get the program terminated. anyone know what hapenning?
