location of $oem$

I managed to succesfully copy the installation files from net and installing but wherever i put $oem$ it doesn't copy the files. Where should i put it if i run setup from local harddisk in win32 eviroment?

I install from my local HD and I have the $OEM$ in the c:\i386 folder

Also I have my winnt.sif

$OEM$ should along side I386 if you're doing a CD install, over the network, it should be within I386.
