can't open VBA script editor in Excel

Is there a way to enable and disable certain applications from VBA? I"ve got a computer that can access VBA from Word but not Excel. Can someone shed some light on this for me?

what kind of message do you get from excel when trying to open vba project?

Cannot record record is what it says when I try to create a new macro.

If I go open the IDE all the options are disabled. Can't do anything.
