Is it legal to buy XP OEM on CDR?

i have been working on building an unattended installation of XP (with the great resources here at MSFN). I have completed all the the customization and applications i want installed... and i have purchased 20 XP OEM COA stickers from ebay... however i do not have an OEM version of windows. To be able to use these COA licenses, i need an OEM version of windows... my question is... is it legal to buy the OEM version of XP on a cdr? Since im going to hack it up and produce my own installation on a cdr, and since i already have the licenses... this should be legal right?

Please only answer if you are certain of the answer... im not really looking for speculation, but rather 'fact' from people who know more about MS licensing than me.

Yes, its an unbranded COA for OEM XP professional with a CD key on each sticker... so i can use it for my company... just need to know if i can legally get a copy of XP on CDR. There no point in paying for the license sticker and then paying for an official CD on top of that is there?

I would assume if you got your hands on an OEM copy of a CD (borrow perhaps?) you would be fine as long as you didn't activate it with that specific product key. The media is useless without a valid product key and then there is product activation to follow.

None of Microsofts distributors sells just COA stickers... You were scammed on eBay! Everyone wants it for next to nothing... And you did this for your company? If you worked for me I'd fire your dumb a** on the spot...

There is no shortcut to legality. You purchase the full OEM product in a 3-pack or you are buying conterfit product!

You got your bogus conterfiet COAs

You don't have your End User License Agreement (EULA)

And you don't have a valid Purchase Reciept from an authorized MS distributor...

You got nothing...
