Group Policy Error

I have a few users that need to log on interactively on my Windows 2003 Server so I wanted to remove the "Last Username" from the login screen. I did it a few times on XP workstations a while back. I tried to edit the "Interactive Logon: Do not display last user name" item in the policy settings, but I get an Access Denied error. I am logged as local admin and i can change other policy settings, except this one. I can't even change it directly by the registry, it gives me a similar error. I tried later to do the same thing on the XP that's also installed on the machine, I get the same error, I have always been able to do this on XP before, but now it seems that I can't. Anyone has any ideas how to resolve this?

I am definitly logged on as built-in admin. I tried to change it manually different times with the registry also, but I can't find the problem and its getting really annoying to have to retype my username everytime over the last one.
