i dont know how you test it, fresh install, or applied on ready system.

i dont mean just change HKCU to HKLM, keys different.

this turns off WebView in System -> Propertities -> Proformance -> VisualEffects, that disable category view in EVERY folder.

it changes the system default, and every user can change their setting from menu -> Tools -> FolderSettings.

i put this tweak in cmdlines.txt. after setup completed, administrator logon, RunOnceEx things, desktop appeared, click control panel from start menu, i got my control panel in IconView.

got it worked 10+ times, on my machine/VPC.

another question you ask, something like RunOnce for every user first logon.

make a script/.cmd/.bat, and put it on default user's startup folder. in the end of the script, it should remove himself from startup folder.

i got a script, it changes my OE/WAB/MSN folder settings, then kill himself.
