Start menu icon to big when using small taskbar

The trouble I have is with the start menu icon.
I have a flag icon PNG file in three different sizes.
But all shows to big when I try to use them.
And they are not scaled to the height of the taskbar.
Is there any place I can fix this?

I also use OpenShell for a classic Win98 style start menu.
But that start menu icon is "overwritten" by the one in StartAllBack 🙂
Tried using a transparent icon in StartAllBack, and that kind of half works.
But sometime then the start menu button disappear 🙂
