All TaskBar Icons are missing when switch to any new user

Since some versions I see bad behavior with this cool app:
When any new user is logon to station 1st time where this app installed is, he/she will have nothing pinned to TaskBar.

To get apps (pinned by default, or pre-pinned with XML config file) to TB you have to unload in StartAllBack  setting: "use enhanced Taskbar", then restart explorer shell.

Is this can be fixed or changed? Thanks for any respond!

Ps. Checked it on Win11 23H2 and 24H2 and there is the same behavior.
