How to "tear" maximized windows

In windows 10, you could "tear" a maximized window.

E.g. if you placed your mouse on the top bar of a maximized application, and then started dragging, then the app would leave it's maximized state and allow itself to be dragged.

That was my favorite part of Windows 10.

Is it gone?
