    In windows 10, you could "tear" a maximized window. E.g. if you placed your mouse on the top bar of a maximized application, and then started dragging, then the app would leave it's maximized state and allow itself to be dragged. That was my favorite part of Windows 10. Is it gone?

    I'm a former Windows XP and Windows 7 guy. I'm looking for the best 2023 way to get the explorer toolbar back. (see orange square in attached image) In win 10, I used to use the app "OldNewExplorer" but it's not working in win 11. ideas? Thanks!
