On the other side, I found this interesting comment (by Joshua McCutcheon) on the video:

"Fun fact: The fallback and alt Not Responding prompts are used when the Windows Error Reporting (later Windows Problem Reporting) service is inactive, unavailable or otherwise unable to invoke WerFault.exe, the module used for reporting application faults in Windows Vista and above."
