Is it possible to clean up stuck sessions without reboot?

Some time ago, Windows bugged itself with time and qwinsta is showing two sessions in a "Down" state. There are also associated csrss.exe processes that can't be terminated even when running under system account (access denied error). Running rwinsta on those sessions is not effective. Any other tricks?
