Taskbar not appearing on primary monitor

Per the screenshot, I have my primary monitor above my laptop monitor, however, even though it's selected as the primary monitor, the task bar is only appearing on the laptop monitor. How do I make the task bar (with notifications/time) appear on the primary monitor?

Do you have this option turned on? Also, you are using StartAllBack, that could interfere with it. Try rebooting?
