Custom background in MS-DOS setup in Win98

In WIN95, all I have to do is replace the 640x480x2 "108" bitmap inside WINSETUP.BIN and that;s it. You can even make the background (and setup) in 1024x768, but that's for another topic.

But how to add a background during MS-DOS setup in Win98 in place of the blue colour? There's no bitmap in WINSETUP.BIN in Win98. Is it overtaken by the SUWIN.EXE (or other file)?

I mean the setup which you start from MS-DOS, this one:

I want to replace the blue background with a custom picture (I know in Win95 it can be either 2 colors like the original background, or MS 16 color palette)
