Create Local Account using autounattend.xml not working

I am brand new to creating an answer file/imaging systems and have been playing with the WSIM to create an answer file. I have everything working except 1 item. I am having trouble getting a local admin account created. From what I have read so far my understanding is that I need to have this information added to Pass 7 oobe but it's not working.

 

I am using this for a Windows 7 Professional x64 os and I have attached my answer file. Can someone take a peak and tell me what I am doing wrong?

Your answer file is set to go into Audit Mode. User creation is not done in this case.
