Is there any way to automate this so it will transfer my icons, wallpaper, quickbar and alot of other settings i like?

usmt command line tool will do it...

1. clean install

2. install regtweaks

3. customize ie/explorer toolbars,double height taskbar etc [registry alone will not help as some settings are saved in 5- folders which are user specific]

4 save settings using file and settings wizard

5 use usmt tool to apply it

is that correct? someone correct me if i'm wrong

Scanstate can only be run on Windows NT 4, Windows 95, and Windows 98.

Loadstate can only be run on Windows 2000. :/

so is there a free similar tool which can apply files and settings wizard settings?
