Update the netr28.sys. This driver causes the spikes. This is your RAlink network driver. Update to the latest version 5.0.21.0.

Well, i don't kwon how to update this file '-' i tried downloading but there is no .exe or anything to install it for me. So, where can i download a installer or where do I install it?

Inside a "Package" there's usually a "whatever. INF" file. Go to Device Manager, right-click the Device, Properties, 'Update Driver", make it point to the Folder where you have the files and "Do It".

he needs the 32Bit drivers. The 64Bit would be netr28x.sys

I can find no x86 by that Version you give. One might wonder why you say the OP needs the x86 when his OS states x64.
