How did you do your 516.bmp in spwizimg.dll. Can you share that?

I want to change the colors of words referred in the picture in the file

W32UIRes.dll

The pic is from 516.bmp in spwizimg.dll

It may get its text from W32UIRes.dll.mui but spwizimg does not have an mui. If it did then you could change

Otherwise No you can't change but only the text
