Hello I have been having this problem when I create a user account in Windows Server 2008, when a user log on or another admin they get this message when the log onto a Windows 2007 professional client

Can anyone help it doesnt happen to all the profiles only some

That message is what happens when another admin or a user logs onto windows professional client.

my account is local account, i don't use Microsoft account, i bought windows 8.1 pro. there is NO server, i did NOT  join a domain , i am at home.  this started after upgrade to windows 10 1903/1909. i dont know if 1903 installed before 1909 ... i left the room while it did its thing....
