Have you "patched" your setupreg.hiv or downloaded the one attached by red2k? That one is only for English systems so you shouldn't use it in other language versions of Windows 2000. You should just patch yours.

How-to is in the links. That file is DIFFERENT between Languages. If you DID do that (according to instructions) it should work.
