What is the LocalLow folder used for in C:\Users\Administrat

It should be on every system, but I would guess that it will only "appear" if an installed program uses it. If it exists on a system, you should inspect what is in there before deleting it, since some programs may not function properly. It is also possible that the folder could be recreated at some point afterwards by whatever program uses it.

On my PC, the following apps use LocalLow: Adobe Reader (search history), Adobe Updater (logging), a bunch of MS apps:

- CryptnetUrlCache

- Internet Explorer

- MuCatalog

- Search Enhancement Pack

- Silverlight

- Windows Live

As far as the folders themselves, the 3 of them (Local, LocalLow and Roaming) :

Windows Vista introduces a new Application Data folder structure. Previously, user profiles did not logically sort data that was stored in the Application Data folder. Therefore, it was difficult to determine whether data belonged to the computer or the user. Windows Vista addresses this issue by creating a single AppData folder that contains three subfolders under the user profile: Roaming, Local, and LocalLow.

Windows Vista uses the Local and LocalLow folders for application data that does not roam with the user. Usually, this data is specific to the computer or is too large to roam. The AppData\Local folder in Windows Vista is the same as the Documents and Settings\UserName\Local Settings\Application Data folder in Windows XP.

Windows uses the Roaming folder for application-specific data that is independent of the computer and that should roam with the user profile, such as a custom dictionary. The AppData\Roaming folder in Windows Vista is the same as the Documents and Settings\UserName\Application Data folder in Windows XP.

Note that LocalLow is specifically a Low Integrity location, so apps that run with Low IL can write to this folder (like IE and some of the others you see). These apps, running with Low IL, can't write to the Local or Roaming folder, which are Medium IL folder locations. More on MIC levels can be found here.
