Basically, what i wanna do is, just allow ppl to save any kind of file on the personal folder and desktop. Also, how can i prevent them from installing any kind of software?

Both of those issues are resolved by using standard user accounts, and not having the users as members of the Administrators group.

Access Control Lists (ACLs) by default prevent standard users writing to most areas other than their profile, and an attempt to install software will trigger an Over The Shoulder (OTS) prompt to provide administrative credentials.
