open a specific file with a specific program

in XP, when you double click to open a file of a specific file type, there is an option to specify a program to open that specific file type

how can I specify a specific FILE (not file type) to open with a specific program when I double click on it?

If not for lots of different files, you can create a shortcut that opens the file with the program. For instance a shortcut to

%SystemRoot%\system32\notepad.exe c:\text.aaa

will open your text.aaa with notepad. There might be other ways to do what you want but this seems the easier.
