RRAS in Windows web server 2008 r2

hi i have a windows web server 2008 R2 in the my dedicates server.

i need to setup vpn server on my dedicated server i can't find RRAS role in My roles

i can find RRAS service in my Windows services and can't Start RRAS in the this windows

can i use another software to use Instead of this service and Role?

please help me,
