Windows Server 2003 - problem add more than 2 vCPUs

Dear All, could you help me solve my problem, please?

I have vmware virtual machine Win srv 2003 R2 with 2 vCPUs. Everything was ok until we installed new aplication and CPUs are so busy now. Problem is when I want use more than 2 vCPUs. I add more 2 vCPUs so Virtual Machine has 4 vCPUs, Windows system Device Manager has 4 CPUs but Windows Task Manager has ONLY 2 CPUs. When system is busy Windows CPUs usage is on 100% and vmware performance VM is only on 50%.

Do you know what I must do, please?

Different versions of Server 2003 have support for different amounts of physical processors. For example, Standard supports 4 physical CPUs. Does your vCPUs have multiple "cores" or are they being reported as 4 single core CPUs? There are also other versions of 2003 that may have a different CPU support printed on the install media. For example, remember that NT Server came in 1-2 CPU and 4 CPU install CDs.
