You can define your default theme in your WINNT.SIF

...Source...\HFEXPERT\APPREPLACEMENT\Winnt.sif

In WINNT.SIF,

[shell]

CustomDefaultThemeFile = "%WinDir%\Resources\Themes\yourNamedTheme.theme"

If theme is not from MS, need patched UXTHEME.DLL. Some reference over here
