I have been running the Windows updater which doesn't store the files. There are hundreds of them and they must be installed in a certain order. Has someone writen a program to step through each name and download the files? How does nliteos know the order to install?

Please see the RyanVM forum for update packs. There are not hundreds of updates because you will only need post SP3 updates. There is also Windows Update Downloader - see forum below - but then you need to deal with the fact that nLite cannot integrate all MS updates. I use XP x64, so am not familiar with XP updates.
