Windows 7 Explorer Toolbar

When clicking on the View menu option in Windows 7 Explorer, the option for toolbar has disappeared. Searched the forums but couldn't find anything on this.

I do not get a Toolbar option under View either. I do get a Toolbar option if I right-click on the taskbar tho.

I believe most (all?) of these options are under Organize > Layout.
