Are you able to search unicode files with the explorer search?

Regional Settings - support files for East-Asian languages installed

You didn't specified what exactly doesn't work

Tested - both search by name and content works normally.. For example:

By name: ペンシルベニア.txt

or by content: 进行比较

By the way: Indexing Service is Disabled
