Blue Text Setup String & Add Font

i have a big problem and hope that someone can help me out of this.

i am trying to translate the Text first blue screen setup and billboard & Setup.exe into my language in persian but it only shows ??????????

how can i change encoding?

And, how to add persian fonts into XP setup?

my problem is that first blue screen.

I don't find any thing in this case on google and MSFN.
