Method to reload mouse config or entire Windows shell?

I'm changing the mouse pointers by using a script to change registry values. This works well except it requires that the user log out and log in for it to take effect. I would rather not have to do this. Is there a way to instruct Windows to re-examine the mouse settings in the registry and apply the new settings?

That's a tricky thing. I encountered a similar problem when trying to register a font. It is possible, I couldn't figured it out, so I just scripted it to restart the computer after running the script.
