Ephemeral ports for Win2008 and beyond

I heard that Microsoft transitioned their usage of ephemeral ports as of Server 2008. They previously used 1025 to 5000 but apparently will now use a higher port range. Potentially the higher ranges as seen in most Unixes, or even the IANA-endorsed range.

Is this true? What was the reasoning behind this change?
