I guess firmware means that it is not intended to be (as a "normal operation") modified by the end user. It sometimes can be updated by qualified people, sometimes by end users, but it depends what kind of hardware we are talking about (by the way, this is a "Windows XP" software forum).New versions of firmwares are only developped when the device has a known bug.
