Restoring a DHCP Server problem on my network

Please collegue, am running a Windows 2003 server and ISA server 2004 on my office network. The ISA server connect clients on the network to the Internet while the other Windows 2003 server does DHCP, AD and DNS role. The network was up and running until few days ago, the network stop functioning.

The main problem is that, the DHCP server gives IP address to client on the network. The IP address range is 10.192.0.1 - 10.192.0.254. The DHCP server is 10.192.0.2 with gateway 10.192.0.8 while the ISA private address is 10.192.0.3. The DHCP server also gives adresses to client on the network from 10.192.0.10 - 10.192.0.254. The clients on the network can ping the DHCP server but the DHCP server cannot ping clients on the network. With this problem, all computers can no longer access the internet through the ISA server with proxy setting.

I even formatd the server with the believe that, it is virus problem but the problem still persist.

Please, I need your help so that my network can be restored to functional status.
