It's a generic error message saying it can't start a process (can't find the exe seemingly). You provided very little details (like what program it is), so we can't help very much either.

Looks like a fairly ghetto app too, so not surprised it crashes. WindowsApplication1? [unknown Company]? ...

True, but process monitor might help. The error is indeed a generic REGDB_CLASSNOTREGISTERED error, so likely a file or file registration is missing or for some reason your account does not have access rights to it. Running Process Monitor with your .exe as the filter should find you what is missing.
