Launch regedit

goto HKey_Local_Machine\Software\Microsoft\Windows\CurrentVersion\Policies\Ratings

in the right pane (sorry had the wrong one before) find the KEY calue select it and delete it.

well since you blacked out the bottom of regedit I can't tell for sure but my guess would be you are in HKEY_Local_User not HKEY_Local_MACHINE. As I have never seen explorer listed there in the Local Machine key, only in Local user.
