Any way to get a right-click-desktop start/programs menu in Vista?

I just got a new tablet - a Toshiba M700. It seems I now have a tablet that has the horcepower to replace my desktop as my primary computer, which is an aging 2.8ghz HT P4. I hope it lasts long.

Anyhow, I've run two 21" CRTs. I have been running Linux, and one of the features I've come to love is a programs menu when I right click the desktop. It allows me to be working on one monitor and open an app on that monitor rather than going over to the other monitor, opening it there and moving it over.

Kind of like the menu that is in the lower right of this screenshot.

I would even be happy with a commonly used apps menu or a menu I create instead of a full one.
