user config admin templates

I'm logged on as a local admin, workstation is part of domain.

I've got a lot of folder missing in the administrative templates (in gpedit.msc). How do I get them back?

The only thing I have is Windows components.

I don't have the following:

start menu & task bar

desktop

control panel

shared folders

network

system

Out of curiosity - what do you get when logged in as domain admin?
