Repartition from Winnt.sif

I understand that the Repartition from Winnt.sif removes all partitions, creates a new one and formats it.

But I need to know:

1) Does it do the same thing when the hard-disk contains a Windows installation?

2) The auto-created partition is quick-formatted or full?

The Repartition command kills everything on the disk, Windows, Linux, what have you.

I'm not really sure but everything points to a full formatting.
