Is there a way to install a program/tweak when windows is installing? Like not when WPI is being used, the actual windows instalation. I have heard you can use cmdlines.txt, but I dont know where to put it (or if it works with vista). Much help is appreciated.

Yes it is possible. Search with the term "Setucomplete.cmd" and you'll find your happiness.
