Windows boots but isn't functional

I installed Webroot's desktop firewall. Seemed to go without a hitch. I did turn of Windows firewall and also my Avast and SpySweeper before installing the firewall.

Then I went into my email program and couldn't send anything. It wasn't recognizing my POP server or some such thing. I figured it had something to do with the firewall so I decided to uninstall it until I could talk to Webroot. That also seemed to go ok. Then I reactivated my Windows firewall.

I went to go back into my email and couldn't even open the account. I couldn't open a simple folder on my desktop, or even my start button. I had to force a shutdown, restarted in safe mode and did a system restore (which I've done three times now). My computer boots normally but my SpySweeper, Avast and RoboForm doesn't load and again, I can't open anything.

I seem to be able to do everything in safe mode, except run my security programs.

Does anyone have suggestions?
