Booting from cd(please help)

Can someone please help me. Every time I try booting from a cd it acts like it is gonna work but only shows a hyphen that blinks and nothing else. Once in a while though it will say "boot from cd-code 0" I tried clicking f12 and going to boot from cd-rom but even when i do that it shows the hyphen blinking at the top right of the screen, or "boot from cd-code 0"
