nLite Won't initialize (0xc0000135) error

I understand that if I'm getting an error stating that the app failed to initialize properly, then it's probably because the .NET framework isn't installed. But, how do I install the .NET framework if I DON'T have service pack 2 or 3. My whole purpose for installing nLite in the first place is so I can Slipstream SP3 into my XP Pro. How am I supposed to do the slipstream thing if the application that I need to do it with won't run unless I've ALREADY got what I'm trying to get?
