Yes it is easy now to make them but it is illegal to redistribute them in any form but the original hologramed CD. It is also legal for you to make them but it must be for internal use only. I.E. At home or at the company that owns all of the licenses for the software included.A 9x whatever CD would actualy cost way above 2 thousand dollars to produce as you have to have all of the full original media and licenses.And the office 2003 all-in-one woulda cost as much or more.
