Cyrillic in Text install and Billboard?

Hello, i am trying to translate the Text install and billboard & Setup.exe into my lang in Cyrillic but it only shows ???.. please help me.. how can i change encoding, thanks very much.. i tried to open up the files from Russian xp but i don't understand how they did it.. its shows Cyrillic in Russian SMSS.exe but when i edit the English to Cyrillic it does not show :/
