Icon images removed - how to restore them?

Somewhere in the process of tweaking a WinXP install with nlite, I disabled icon images for all my shortcuts. So now all shortcuts on the start menu or desktop are there, but the default icon is not used, instead the generic windows box icon is displayed.

I've been digging to find out how to re-enable these icons. If I simply go into properties of the shortcut and choose an icon, it takes it, but after a reboot they are all set back to the default windows box again.

Here's what most of the icons look like:

I'm guessing there is a registry key somewhere that I can flip to re-enable icons, or better yet, just tell XP to stop replacing the default icons.
